This will be apparently changed very soon, because the EU commission urged the operators to make prices lower. If they fail to do so, the EU commission would decide about the prices of text messages by itself. They did it once, as some operators ignored the order to make roaming fees lower.
This is a great development. I travel quite often within Europe and therefore I would benefit particularly on this regulation. The only question is when my providers follow this order.
